Parlamento Migrante/Migrant Parliament
 

El Parlamento Migrante está organizado por el equipo de Espacio Migrante, en estrecha colaboración con personas migrantes interesadas en crear incidencia en las leyes de Baja California.

Con el objetivo fomentar el liderazgo de las personas migrantes que viven en la región de Baja California, así como crear un espacio de diálogo de la población migrante para la creación de proyectos de gobierno, de la mano de la legislación actual, para la resolución de problemas que atañen directamente a la población migrante. Mediante un ejercicio en el cual las personas migrantes que participan como parlamentarias podrán presentar sus proyectos, iniciativas legislativas y testimonios ante integrantes del Congreso de Baja California y representantes gubernamentales municipales, con el objetivo de crear y mejorar las políticas públicas en torno a la población migrante nacional y extranjera que habita en la región, proveyendo un espacio interseccional, libre de toda discriminación y racismo, con justicia del lenguaje y especial atención en las necesidades de la población migrante.

 

Será la primera vez en Baja California que se realiza un Parlamento compuesto por y para migrantes, en donde desempeñarán un papel fundamental en la configuración de las políticas públicas que les afectan a elles y a sus comunidades. Como parte del programa de las sesiones que se llevará a cabo, se abarcaran diferentes testimonios y barreras que impiden el goce del acceso a sus derechos humanos. Algunos temas que serán presentados en las sesiones del 14 y 15 de abril de 2023 e irán enfocadas en acceso a la salud, trabajo y seguridad social, acceso a una vivienda, emprendimiento, educación y derechos humanos.

Se presentaron 3 iniciativas legislativas producto del Parlamento Migrante:

​

1. Reforma a la Ley de Educación en Baja California: Adicionando un capítulo especial para la población migrante que incluye; clases de español, becas para estudiantes migrantes, acceso a la educación en línea, protocolos, reglamentos y acciones para prevenir y erradicar la discriminación, accesibilidad en documentos para acceder a la educación.

2. Reforma en la Ley para Prevenir y Erradicar la Discriminación en Baja California, enfocada en el Artículo 7: Para que se consideren como discriminación las conductas de exclusión que se hagan entre ciudadanos y no ciudadanos mexicanos, así como la negación al acceso a la educación por no tener un estatus legal migratorio.

3. Reforma al Reglamento de Peritos y Auxiliares de la Administración de Justicia del Estado de Baja California. Enfocada en el Artículo 11: Para eliminar el requisito de nacionalidad mexicana para ser perito traductor.

The Migrant Parliament is organized by the Espacio Migrante team, in close collaboration with migrants interested in creating an impact on the laws of Baja California.

​

With the objective of promoting the leadership of migrants living in the Baja California region, as well as creating a space for dialogue of the migrant population for the creation of government projects, hand in hand with current legislation, for the resolution of problems that directly concern the migrant population. Through an exercise in which migrants who participate as parliamentarians will be able to present their projects, legislative initiatives and testimonies before members of the Baja California Congress and municipal government representatives, with the aim of creating and improving public policies around the migrant population. National and foreign that lives in the region, providing an intersectional space, free of all discrimination and racism, with language justice and special attention to the needs of the migrant population.

 

It will be the first time in Baja California that a Parliament made up of and for migrants is held, where they will play a fundamental role in shaping public policies that affect them and their communities. As part of the program of the sessions that will take place, different testimonies and barriers that prevent the enjoyment of access to their human rights will be covered. Some topics that will be presented in the sessions on April 14 and 15, 2023 and will focus on access to health, work and social security, access to housing, entrepreneurship, education and human rights.

Three legislative initiatives were presented as a result of the Migrant Parliament:

​

1. Reform to the Education Law in Baja California: Adding a special chapter for the migrant population that includes; Spanish classes, scholarships for migrant students, access to online education, protocols, regulations and actions to prevent and eradicate discrimination, accessibility in documents to access education.

2. Reform of the Law to Prevent and Eradicate Discrimination in Baja California, focused on Article 7: So that exclusionary behaviors between Mexican citizens and non-citizens are considered discrimination, as well as the denial of access to education by not have legal immigration status.

3. Reform to the Regulation of Experts and Auxiliaries of the Administration of Justice of the State of Baja California. Focused on Article 11: To eliminate the requirement of Mexican nationality to be an expert translator.
